Tarre was born on July 25, 1973 in Vlora, Albania. He has rich experience in professional football in Italy. He played for Brescia, Bologna and Lazio when he was a player. After finishing his career as a player, he showed outstanding talents in the management field, serving as the director of Lazio sports for fifteen consecutive years, helping Lazio win three Italian Cup titles and three Italian Super Cup titles in recent years.
